Nonsense of course - what it means is that a human being has to be the watcher of their own morality- with God in the picture the idea is that one fears God's retribution should you break his rules - in theory our society's laws fulfil the same function - some ignorant societies try to exploit the fear of God as a way of curbing bad behaviour - it doesn't always work.....partly because God doesn't exist and no retribution comes - at least our society actions a deterrent for behaviours it deems anti-social - even if the punishment does not always fit the crime. Actually - trying to use the notion of God as a deterrent is terrible psychology - it is much like saying "If you do not do as you're told - your father will beat you" - it is exploiting the same fear that is used by violent people to intimidate others - threat of violence.
